ISPP Policy Relay One Year of COVID-19: Game Theory & Vaccination
The spread of infection like Covid-19 depends on interactions among people: individual A’s decision (e.g. to obtain vaccination or not) affects not only A, but also B, and vice versa. Game Theory is a way to model multi-person settings in which a player’s payoff depends on their own actions and those of others.

Speaker Bios:
Neera Nundy: Neera leads Dasra’s ecosystem-building initiatives in the areas of Adolescents, Urban Sanitation, and Democracy & Governance and facilitates collaborative platforms by engaging donors, non-profits, government and other stakeholders. In 2016, she initiated the Dasra Adolescents Collaborative, an impact-driven platform that has united institutional funders, technical experts, government stakeholders from Ministry of Health and Family Welfare and several social organizations to focus on four key outcomes for adolescent empowerment.
She initiated and led the launch of the Dasra Social Impact Leadership Program with Harvard Business Publishing, a first-of-its-kind executive education program for social sector leaders in India. Internally, she has supported the analysis of over 70 Dasra sector reports on education, health and livelihoods, enabling over USD 44 million in funding for hundreds of social enterprises.
Neera holds a Master’s in Business Administration from Harvard Business School and is an Indian Leadership Fellow with Anantha-Aspen Institute. She is a recipient of the Canadian Governor General's Medallion for her dedication to addressing India’s critical development challenges, and the Forbes Philanthropy Award in the Crossover Leaders.
Luis Miranda: Luis is the Co-founder and Chairman of the Indian School of Public POlicy. He started IDFC Private Equity and was earlier a part of the start-up team of HDFC Bank. Luis has invested in and has been on the boards of companies like GMR Infrastructure, L&T Infrastructure, Delhi International Airport, Gujarat Pipavav Port, Gujarat State Petronet, and Manipal Global Education. He is Chairman of CORO and Centre for Civil Society and Managing Trustee for Collective Good Foundation. Other organisations include Take Charge, 17000 Ft Foundation, SNEHA, Sunbird Trust, Operation ASHA and Educate Girls. Luis graduated with an MBA from Chicago Booth and is a Chartered Accountant.

Speaker Bio:
Arpit Chaturvedi: Arpit Chaturvedi is the Co-founder and CEO of Global Policy Insights and is currently the Academic Coordinator at the Indian School of Public Policy. He was also a lecturer at the San Francisco State University where he taught Comparative Perspectives in Public Service to graduate students.
A graduate of the Cornell Institute for Public Affairs, Arpit holds an MPA degree (phi alpha alpha) with a focus on Governance, Politics, and Policy Studies. He was also the first non-US citizen to hold the position of the Editor-in-Chief of the Cornell Policy Review. He is the author of the book “Our Egalitarian Universe?” and has been the editor of “Not Without her: Communal Harmony” – a monograph printed by the National Foundation for Communal Harmony, Government of India, with essays from the top civil servants of the country. He has published articles in various prestigious journals on the themes of democracy, governance, systems thinking, game theory, history and politics.
Madhavika Bajoria: Madhavika (Maddy) Bajoria is the Nutrition Integration Manager at Sight and Life, bringing significant experience in multi-sectoral partnerships, program management and advocacy to advance knowledge and implementation in nutrition. She has been driving the organization’s market-shaping work for prenatal multiple micronutrient supplements in South Africa, Bangladesh, Burkina Faso, Tanzania and Madagascar and has also supported the Food Safety and Standards Authority of India (FSSAI) to gain multi-stakeholder buy-in for the implementation of large-scale staple food fortification across the country. In her current role, she has led the creation of India’s first ever platform to engage private sector, IMPAct4Nutrition, in the government’s National Nutrition Mission, along with UNICEF, Tata Trusts and other key partners.
Driven by Sight and Life’s commitment to science-based innovation in product development and delivery, she has documented the organization’s work in family food models for Sizanani Mzanzi, a social business in South Africa and the cost-effective continuous blending model for large-scale rice fortification in India. She holds a Master in Public Administration from Columbia University and has previously worked with J-PAL, CARE and the ILO on policy and programmatic assessments in a variety of sectors.

Why Huawei must not be allowed into India’s 5G Infrastructure: 6 Policy Contexts
The Indian School of Public Policy (ISPP) is organizing a policy webinar by Gautam Chikermane, Vice President, Observer Research Foundation (ORF) on “Why Huawei must not be allowed into India's 5G Infrastructure: 6 Policy Contexts”. Session Brief: China’s Huawei, a global leader in providing equipment for fifth-generation (5G) mobile technology, is attempting to enter the Indian market. However, in light of China’s proclivity for state interference in corporate operations and the critical infrastructure Huawei deals in, the firm poses a security threat for countries with its presence. This threat gets amplified for India when seen in the context of China’s anti-India stance on a range of issues, a Chinese law that binds corporations to collect and share intelligence, and the 3,488-km-long volatile India–China border. Leaning on a recent paper by the author, this webinar analyses the legal, geopolitical, strategic and technological risks of allowing Chinese firms such as Huawei into India’s critical infrastructure. Weighing the transformative force of 5G against India’s national security requirements, it provides six policy contexts within which to examine this complex issue.
About the Speaker: Gautam Chikermane is Vice President at ORF. His area of research is international and Indian economic policy.
