Enabling Inclusive Governance

The view of the Ahmedabad Railway division office everyday was filled with a long queue of people with disabilities trying to apply for a railway concession card. The New Divisional Railway Manager, Ashish Ujlyan was stunned by this sight. A system
intended to assist people with disabilities was the one that was causing inconvenience for them. Ashish identified the long, time-consuming and multi-pronged method of attaining a card and decided that something had to be done. He believed that creating an app would ease this problem. Little did Ashish know that creating an app for this would have him face a brutal navigation of multiple problems. This case follows the creation of the Rail Divyang Saarthi app and all the bureaucratic hurdles that came with it.
