Bhopal, winter of 2016. A state has generous subsidies, tax breaks, and every financial incentive imaginable to get solar panels onto rooftops. And yet almost no one is signing up.
Something isn’t adding up. The math should work in everyone’s favour, but the numbers on paper aren’t translating into rooftops in reality. An IAS officer tasked with hitting an ambitious solar target starts digging and realises the problem was never about the incentives at all. It’s about who’s expected to take the risk.
Every existing model has the same flaw hiding in plain sight. Ask the customer to pay upfront, and they walk away. Ask a private developer to chase down customers and shoulder the uncertainty, and investor confidence collapses before a single panel goes up.
So, what if the entire order of operations was flipped?
Building trust between institutions that don’t know each other, developers who won’t commit without guarantees, and international lenders watching every move is hard enough. Add a sudden government tariff shock and a state election threatening to freeze everything just as the bidding window opens and the entire plan hangs by a thread.
