Capacity Building in Southern Railways

Chennai, December 2017. A veteran officer with 27 years in the Indian Railways takes charge of a sprawling passenger division and immediately starts asking the one question bureaucracies rarely encourage: why does it have to be this way?

Circulars that vanish into a black hole of paperwork. Census data collected by hand, taking months to travel from a train platform to a head office. Critical ticketing equipment breaking down with no one watching. Passengers hunting for basic information across apps that are outdated the moment they’re published.

The playbook for solving this, in a system as vast as the Railways, has always been the same: float a tender, hire an outsider, pay the price. But one officer refuses to play by that script. He believes the answers are already inside the building buried in the skills of people never asked to use them.

What he sets out to build has no precedent, no dedicated budget, and no guarantee of survival beyond his own tenure. Just a hunch that the right people, given the right room to think, can out-innovate any outside vendor.

But building something unofficial inside one of the most rule-bound institutions in the country raises a harder question than any technical glitch ever could: what happens to an idea that has no formal place to belong?
