About the Policy Brief
Homestays are an important form of community-based tourism, offering travelers opportunities to experience local culture while creating economic opportunities for communities. This policy brief examines how India’s existing homestay regulations, largely influenced by hotel industry standards, can limit the cultural and experiential value that distinguishes homestays from conventional accommodation.
The brief proposes an alternative regulatory framework informed by ASEAN and Malaysian homestay models, with greater emphasis on cultural experiences, local activities, safety, sustainability and the unique selling points of different communities.
