About the Speakers

  1. O.P. Agarwal – Dr. O.P. Agarwal is a former Indian Administrative Service officer who served as Joint Secretary (Urban Transport), Government of India, and later as CEO of the World Resources Institute. With extensive experience in urban policy, transport reform, and institutional capacity-building, he has contributed significantly to shaping India’s urban development discourse.
  2. Shalu Sapnani – Shalu Sapnani is a public finance and policy professional and Associate Manager at Janaagraha. Her work focuses on strengthening municipal finance systems and enabling cities to design sustainable and accountable fiscal frameworks.
