After the impactful editions of Sansad in 2023 and 2025, the Indian School of Public Policy (ISPP) returns with Sansad ’26: The Policy Parliament – India’s premier model policy drafting platform.
This year’s theme is: Governance for AI Training & AI-Generated Content in India
As artificial intelligence reshapes industries, media, and public discourse, critical questions around copyright, data usage, creator consent, accountability, and regulatory oversight have come to the forefront. India stands at a defining moment in shaping how AI systems are governed – balancing innovation with rights protection and public trust.
Sansad ’26 provides a structured platform for young policy professionals to deliberate on these challenges and draft a model governance framework that will be submitted to relevant policymakers and regulators.
The event will consist of 12 teams of 3-4 members each will research and deliberate on six suggested Chapters that will be included in the model draft Bill:
- Scope of Permissible Use of Copyrighted Works in AI Training: To examine when and under what conditions the use of copyrighted works for AI training is lawful under Indian copyright law.
- Creator Consent, Opt-Out Mechanisms & Role of Big Tech: To assess whether and how creators can meaningfully consent to, restrict, or opt out of AI training uses of their works, given platform power asymmetries.
- Fair Compensation Mechanisms for Creators & IP Holders: To design feasible and equitable compensation frameworks for creators and IP holders whose works contribute to AI model development and deployment.
- Authorship, Ownership & Liability of AI-Generated Outputs: To clarify legal responsibility for AI-generated content under Indian law, including questions of authorship, ownership, and liability.
- Institutional & Market Architecture for Compensation and Benefit-Sharing: To propose practical institutional or market-based mechanisms for implementing compensation and benefit-sharing in the AI ecosystem.
- Regulatory Regimes, Misuse & Trust in AI Systems: To evaluate the need for AI specific compliance and oversight mechanisms to prevent misuse and societal harm while fostering innovation and trust.
Further, each team will receive a brief on their assigned Chapter and a set of questions to guide their research after their abstract.

Event Overview
Sansad simulates the functioning of Parliament. Instead of passing laws, participants engage in drafting policy proposals rooted in real-world challenges.
Participants work in committee-based teams (3-4 members each) to:
- Examine gaps in existing digital and copyright frameworks
- Incorporate stakeholder perspectives
- Develop chapter-wise policy recommendations
- Present refined drafts before a jury of policymakers and industry experts
The theme will be divided into six themes, with teams assigned to draft and deliberate on specific focus areas within AI governance.
Registration
Participants may register in self-formed teams of 3–4 members. Each team must submit an abstract. The topic for it is: Navigating Intellectual Property Rights in the age of Generative Artificial Intelligence.

- Not more than 500 words, excluding citations, if any.
- Outline your preliminary analysis

- Proposed regulatory approach
Shortlisting will be done on the basis of fulfillment of the above criteria
